Revitalizing Charlotte’s North End
The City of Charlotte, in partnership with Horizon Development Properties (HDP) and INLIVIAN, are embarking on a planning effort to support the redevelopment of Dillehay Courts Apartments, with the intention of applying for a Choice Neighborhood Implementation grant in the future.
The Next in North End Transformation Plan will provide a vision and strategy not only for the Dillehay Courts housing site, but also the surrounding North End neighborhood, reimagining housing, public space, infrastructure and economic development and empowerment. The Choice Neighborhoods program leverages significant public and private dollars to support locally driven strategies that address struggling neighborhoods with distressed public housing through a comprehensive approach to neighborhood transformation.
Project Overview
The City, HDP and INLIVIAN are working together to revitalize the Dillehay Courts public housing site and imagine a dynamic future for the North End neighborhood. This initiative prioritizes community participation, involving local leaders, residents, and diverse stakeholders such as City departments, Charlotte-Mecklenburg Schools, businesses, property owners, nonprofits, and community organizations. Through extensive stakeholder engagement and collaboration, a comprehensive redevelopment strategy will be crafted to transform both Dillehay Courts and the North End neighborhood.

Project Goals
Housing: Replace distressed public and assisted housing with high-quality mixed-income housing that is well managed and responsive to the needs of the surrounding neighborhood.
People: Improve outcomes of households living in the target housing related to income and employment, health, and education.
Neighborhood: Create the conditions necessary for public and private reinvestment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community
